SPECIALIZED PROFESSIONAL COMPETENCE

Mr. Tom Burnett has extensive experience in fossil power plant design, construction, startup, controls, operation, maintenance, procedures, training, system upgrades, and
performance analysis. Developed and wrote utility specifications for critical steam piping
inspections and repairs, and managed projects in replacement of major components from
concept to final acceptance testing. Has supervised critical steam piping and hanger
inspections. Extensive experience in lignite, coal, oil, and gas combustion in utility and
industrial boiler applications.

Additional experience includes supervision of major outage projects, such as turbine
generator inspection and repair, and boiler component replacement; conception and
development of welder training program and nondestructive examination training; analysis
of power plant heat rate, including air preheater and burner performance improvements;
and development of first system procedural guidelines for extended storage of plant
equipment on a unit basis. Developed an outage management philosophy from conceptual
phase to a proficient team of coordinators, engineers, and foremen; trained system and
plant personnel in coordination and execution of major maintenance utilizing current
computerized project management programs. Assisted in the revision of a corporate manual
of welding specifications and procedures.

Recent work includes managing overall plant condition assessment and remaining useful life
projects; hot reheat and main steam line inspections; determining the remaining useful life
of superheaters and reheaters in utility boilers; and reviewing the support systems in high
energy critical piping. Other recent activities include developing a database and providing
testimony in a major litigation, and supplying economic justification and specifications for
the replacement and repairs of utility power plant boiler and turbine components, including
superheaters, burner management and combustion control systems, reheaters, critical pipingsupport systems, and plant extended lay-up procedures; and review of coatings and
insulation application in a nuclear utility plant.
